Allow overriding locations when importing & direct export between environments

This is two ideas that are somewhat connected.

The first one is easy to implement:

1. When I import a Distribution from Test into Prod, the import fails when the location names are different.

2. This makes sense, however there should be an option to override the location and choose one belonging to the found partner and the continue the import.

The second part is not that easy, but it would be great if it were possible to "promote" configuration directly from test into production:

• This way instead of downloading files and then importing them again, we would push a button to start the Move to production

• Then it would do a comparison of the configurations like it does now an import

• Ask for confirmation and move it to Production.
