Importing proxypartners and linked partners together

In the original design of proxy partners, the related partners had to be present before importing the proxy partner. This is a bit awkward as there is no easy way to see if this is a problem before importing, as you can mix and match proxy partners and normal partners when exporting.

When exporting, we always add the partner relation as a remote reference, which is why it has to be present in the destination system. To change this, we will have to make changes to the exporting framework that might be significant, as the individual export functionality does not have any knowledge of the entire export. it only knows about itself.

We need to figure how out we want this to work. Do we change to UI to better inform the user of how this works or do we make changes to the framework to make this work dynamically or do we always export all referenced partners and make them all local references instead of remote.
